Delegate
Mario S. Gulibert, born to Chief Ucherbelau Masao and Haruko Gulibert,
both of Angaur, on December 06, 1953, graduated from Angaur Elementary
School in 1968 and completed four years of high school at Mindszenty
in 1972. In pursuing his quest for higher education, Delegate
Gulibert earned his Associate of Arts Degree emphasizing on Pre-Law
in 1974 at the College of Southern Idaho. He was accepted to Boise
State University in 1975 where, in 1978, he achieved his Bachelor
of Arts Degree in Political Science and a Masters Degree in Public
Administration in 1981.
While attending BSU,
Delegate Gulibert was very active in sport activities. He teamed
up with an all-Indian Basketball team from Elko (Nevada) participating
in intramural basketball competitions. He also joined amateur
boxing competitions held annually representing the Micronesian
students attending BSU.
Delegate Gulibert
currently serves his fourth term as Speaker of the House of Delegates
of the Sixth Olbiil Era Kelulau, representing the State of Angaur
located south of Koror and Peleliu. Angaur is outside of the barrier
reef surrounding the 13 states of Babeldaob and Iouldaob of the
Republic.
Prior to his entry
into the national political arena, Delegate Gulibert taught at
the former Micronesian Occupationsl College (now Palau Community
College) part-time on the subject of Comparative Government from
1986 to 1987. He was elected as a member of the Angaur Constitutional
Convention where he ably served as Chairman of the Governmental
Organization Committee. From 1981 to 1988, Delegate Gulibert worked
as Chief of the Division of Public Affairs until his election
as Delegate representing the State of Angaur to the Third Olbiil
Era Kelulau. During his tenure at Public Affairs, Delegate Gulibert
also served as Palau Election commissioner, assisting all the
states in their respective transition from Municipal to State
Constitutional Governments, and also served as Acting Director
of the Bureau of Domestic Affairs. Delegate Guliberts favorite
sports include boxing, racquetball, fishing, and hunting, and
his favorite pastime is listening to and learning different religious
doctrines and teachings.
