Coming
from Sonsorol as a new member of the House of Delegates, Fourth
Olbiil Era Kelulau, is Delegate Flavian Carlos. Because of his strong
commitment not only to helping his constituents from Sonsorol but
also all people of Palau, the people of Sonsrol State elected him
as a write-in during the General Election in November 4, 1992.
Carlos began his formal
education in Koror and completed his studies at the University of
Guam, where he earned his Bachelor of Arts degree in Political Science,
and went on to Fiji to study Theology. Prior to his election, he
held the reigns as Sonsorol State Governor 8 yrs. running.
During the Fourth Olbiil
Era Kelulau, Delegate Carlos Chaired the Committee on Ecology, Environment
& Conservation, and Vice Chaired the Committee on Foreign Affairs.
He has extensive experience as a teacher from the former Micronesian
Occupational College (now Palau Community College) and as a legal
researcher for the Seventh Palau Legislature (the forerunner of
the incumbent, constitutionally instituted Palau National Congress).
Formerly board member
of the Palau Maritime Authority, his counsel was well sought after
during his tenure as member of the House Committee on Maritime &
Fisheries. He was also member to four other House Committees.
Delegate Carlso had
served as Chairman of the Foreign Affairs Committee of the Fifth
Olbiil Era Kelulau, and as member of the Resources & Development;
Health; and Capital Improvement Projects Committees. At the onset
of the current Sixth Olbiil Era Kelulau, Delegate Carlos was appointed
Chairman of the Committee on Foreign Affairs.
The Delegate is a professional
fisherman who spends his free time either bottom fishing, trolling,
or visiting his people and home State of Sonsorol. The state lies
approximately 180-240 miles from Koror in close proximity to its
sister State of Hatohobei. Both states share the rich fishing grounds
surrounding the islands. Fishing still remains the primary resource
of Sonsorol along with handicrafts and coconut syrup.
