Delegate
Anastacio was elected on November 2001 as Ngchesar State Delegate
to the Sixth Olbiil Era Kelulau. He attended Ngchesar Elementary
School and completed secondary education in 1973 at Xavier High
School in Truk, whereafter he studied for 2 years at the University
of Hawaii in Hilo. He transferred to and graduated with a Bachelor
of Science Degree in Business Administration in 1977 from the University
of Colorado. Pursuing his interest in the field of law, he enrolled
for a year each at Gonzaga University of Law and Western State University,
College of Law. Following law study, he enrolled at the U.S. International
University in San Diego, Ca., graduating with an M.A. Degree in
Business in 1980.
Returning home, Delegate
Anastacio became Legal Counselor for the Micronesian Legal Services
Corporation, 1981-1983. The latter year he was Executive Director
for the National Civil Service Board. In 1984 he was appointed by
the late President Remeliik, and confirmed unanimously by the Senate
of the 1st Olbiil Era Kelulau to the position of Postmaster General
for the Republic. For two years he contributed to numerous improvements
of the Palau Postal Service System.
In 1986 the House of
Delegates, 2nd Olbiil Era Kelulau, hired him as Asst. Legislative
Counsel. His analytical and astute skills in the field of law and
administrative experience garnered him the confidence of the House
of Delegates, 3rd Olbiil Era Kelulau, which confirmed him by resolution
as its Clerk and Chief of Staff. His successful run for the Senate
in 1996 joined him with 3 other Senators representing Babeldaob
and Kayangel to the 4rth Olbiil Era Kelulau. He was Vice Chair of
Foreign Affairs, and member to various other Senate Committees.
In 1997, Mr. Anastacio
was appointed by then President Nakamura as Minister of State, a
post unanimously confirmed by the Senate of the 5th Olbiil Era Kelulau,
and ably served until his election in January 01, 2001 as Ngchesar
State Delegate. In his first term as member of the House of Delegates,
6th Olbiil Era Kelulau, the congressman initially served as Speaker
Pro Tem for a record 3months period until the House organized. He
is now Floor Leader; Vice Chair of the Committee on Foreign Affairs;
and holds membership to other committees.
